    Civil Engineer/Oversight Manager

    Position Summary:

    The Civil Engineer assists the CTA by providing engineering, planning and oversight for the Capital Improvement Program leading to the development and implementation of individual projects. This position will report the Deputy Program Manager - Planning.

        

      Essential Job Responsibilities:
    • Provide oversight in the management of capital improvement projects, inclusive of the proactive development of project scope, schedule and budget including but not limited to civil work.
    • Participate in various aspects of concept engineering and planning of infrastructure renewal projects for the CTA's Capital Improvement Program.
    • Serve as a technical lead and advisor to CTA on major capital projects, as well as on day-to-day issues.
    • Develop concepts and details for site improvements, bus and rail facilities, and related infrastructure.
    • Investigate existing conditions which will impact the project scope.
    • Coordinate with CTA leadership and technical leads in various departments to reach consensus on high value investments and the corresponding Project Master Plan.
    • Coordinate with CTP design, construction, operations and other discipline leads to develop appropriate project scope, schedule and budget
    • Develop narratives and graphics describing the project details, culminating with the creation of Project Master Plan for CTA review and approval.
    • Coordinate and lead technical project review meetings to drive the review and approval of feasible solutions within established project constraints.

    Position Summary:

    d'Escoto Inc. is looking for a hardworking, self-motivated individual with experience in estimating, transit system structures and track work, to join our team as a Sr. Estimator. This individual will be a key member of our Program Management team and responsible for leading estimating referenced projects through the conceptual, design, and construction phases. The candidate will work in a collaborative environment within the PMO to ensure that all estimate related issues are appropriately addressed.

        

      Essential Job Responsibilities:
    • For planning phase projects, work with the PMO planning, design, and construction team members as well as client infrastructure and operations staff, to advise on costs for key project scope elements under consideration as the conceptual scope and budget for each project is developed. The candidate will need to be able to prepare conceptual estimates and construction budgets with limited amounts of project drawings and specifications available. Organize and maintain records of key assumptions regarding; scope, construction access and logistics, working hours, schedule, market conditions, risk items, and establishment of appropriate construction contingencies.
    • For design phase projects, review and confirm estimates at each design phase milestone. Develop more detailed estimates as the design progresses, including labor, material, and equipment costs, with strong consideration of productivity impacts to projects due to access limitations, complex coordination with operations, and protection of system riders. Estimates will reflect expected bid day pricing. Review projects with construction and operations staff to refine estimates of indirect costs, confirm access and logistics plans, and review the risk register. Prior to project advertisement confirm the expected bid day price.
    • During the construction phase, assist the construction phase team in reviewing the scope and pricing of key change orders. Also monitor the execution of projects sufficiently to gain historical insight into the accuracy of estimates, assumptions, and risk items as the project proceeds. Record and incorporate this information for use in future estimates.
    • Work within the estimating group to maintain a consistent approach in developing estimates/budgets, including a standard set of cost codes, consistent application of contingency, record of assumptions, etc... in order to support consistent review and understanding of project cost estimates by PMO managers and key client managers.
    • Apply consistent analytical processes to ensure estimated costs are accurate. Participate in peer reviews of estimates.
    • Present estimates and participate in bid reviews with senior management to ensure accuracy and completeness.
    • Communicate estimate information to design, construction, and project controls staff as projects transition through development phases to insure that the basis of the estimate, scope, and assumptions are understood and carried forward.
    • Develop estimates for structures and track projects, ranging from $500K repairs to full structure/track replacements and upgrades.

        

      Education and Work Experience
    • Bachelor's Degree in Engineering, Construction Management, or equivalent related work experience.
    • 8+ years estimating experience
    • 5+ years field construction experience
    • 5+ years project management experience
    • Prior experience estimating for a General Contractor or Structures Subcontractor required
    • Prior experience working in a PMO setting would be a plus

    Position Summary:

    Responsible for the financial tracking and analysis of assigned programs and projects for the Chicago Transit Authority's (CTA) Capital Construction Program. Integration of funding, budgets, contracts, change management, cost and forecast data from multiple sources including the client's in-house accounting system Oracle/ERP, web-based program management software e-Builder, and the Program Manager's Access database in order to consolidate, analyze and produce all program and project monthly and quarterly reporting for in-house, state and federal requirements. Position reports to the Cost Manager - Program Controls.

        

      Essential Job Responsibilities:
    • Understand and implement the construction, CM, A/E, DOR, OR and other consultant contract requirements.
    • Interact with CTA Finance and the Program Manager's Planning, Design and Construction staff to obtain initial project funding, current budget, commitments, forecasted cost and project issues potentially affecting the estimate at completion.
    • Responsible for the mentoring and training of CTA project team members who assist in the production of monthly and quarterly reporting.
    • Lead the monthly project preview meetings and final meetings with senior CTA management for assigned projects included in the monthly Program Status Report to the CTA. Production of meeting materials including, meeting minutes with BIC, Cost Summary Report, CTA Labor analysis, C/O and PCO logs and Funding Analysis. Coordinate with assigned schedulers.
    • Analyze federal, state and local match Grants along with CTA Bonds and assist CTA in forecasting funding sources and uses for projects in all phases. Quarterly reporting and presentations as required by funding agencies.
    • Produce cash flows by program, project and funding source(s). Coordination with internal departments as required in obtaining and preparing same.
    • Enter budgets, funding, contract commitments and forecasts in the client's web-based project management system, e-Builder or program database.
    • Review and analyze potential change order logs to ensure they are accurately reported across all technology platforms and contain values to reflect proper EAC.
    • Monitor and adjust project contingency, in consultation with the project team, to reflect an accurate EAC.
    • Download all project expenditures from Oracle; for Job Order Contracts (JOC) projects code the expenditures to the appropriate category. Evaluate and advise on any expenditure adjustments.
    • Assist the client in the production of general informational reports, as requested.

        

      Education, Work Experience and Skill Requirements:
    • Candidate should possess a related degree in finance, accounting, construction management or engineering and 15 plus years project experience in providing cost controls on large construction projects (greater than $50,000,000).
    • Experience on large Capital Construction Programs preferred.
    • Ability to understand increasingly more complex construction business concepts.
    • Detail orientation and organizational skills sufficient to support fifty plus concurrent projects in differing phases.
