Elgin O’Hare Western Access, EOWA Extension- Lively Blvd. to York Road
As part of its Move Illinois Program, the Illinois Tollway has committed $3.4 billion to begin building the EOWA Project in 2013. The EOWA Project includes construction of a new, all-electronic toll road around the western border of O’Hare International Airport linking the Jane Addams Memorial Tollway (I-90) and the Tri-State Tollway (I-294), the extension of the Elgin O’Hare Expressway east along Thorndale Avenue to O’Hare and the rehabilitation and widening of the existing Elgin O’Hare Expressway.

d’Escoto, Inc. provided the following Phase II Civil Design Services for the Elgin O’Hare Western Access (EOWA) Project:
Developed the process to coordinate the quality calculations, summary of quantities, DBE cost breakdown, P-Pages, and cost estimates
Created the batch plotting and index generation programs to assist in the assembly of the contract documents
Implemented a custom unit cost database based on past Tollway and IDOT bid tabs and assisted in the earthwork calculations and cross section sheet generation processes
