Project Description

The Chicago Airports Resource Enterprise, or CARE, is a joint venture partnership between a collection of firms responsible for repairing, maintaining, upgrading, and expanding the existing infrastructure of both O’Hare and Midway International Airports through the CDA’s Capital Improvement Program.  Past projects include construction, maintenance, inspection or rehabilitation of the following:

New Consolidated Car Rental Facilities
Facilities and Demolition
Runways and Taxiways
Terminals
Utilities
Security Systems
Access Roads and Bridges
Cargo Tunnels
Storm Water Management Systems
Communications Systems
Heating and Cooling Plants

d’Escoto, Inc.’s Role

As a JV partner in CARE, d'Escoto, Inc. provides owner's representative and program management services, supporting CDA from planning, pre-design and design phases through final project completion. d'Escoto, Inc. is responsible for project controls, P6 scheduling, cost estimating and contract administration for all projects associated with the CDA's Capital Improvement Program for O'Hare and Midway International Airports under CARE responsibility.

d'Escoto, Inc. provides cost benefit analysis, P6 Scheduling and project controls as a means to break down the Capital Improvement Programs into more manageable, smaller projects. These airports pose tremendous challenges in that they are constantly busy at a high rate of speed, and construction cannot interfere with operations.

Few projects can compare to the sheer number of guests, business, and traffic that Chicago's airports face every day, and even fewer projects have the magnitude of accessible financing that Chicago's Airports have to put toward capital improvement projects. The PMO role ensures that the Chicago Department of Aviation is aware of the long term financial, environmental and time savings that the proper investments they can make to ensure both airports' environmental footprint is as small as possible, travelers are safe and can move about the airport efficiently and flights have fewer delays.
