The Joliet Header project involves the installation of approximately 10 miles of new gas transmission pipeline—comprised of 5.59 miles of 24-inch and 4.9 miles of 16-inch pipe¬—and related facilities that will interconnect three single-source demand stations: Stations 183, 247, and 343. This project also includes:
• Five 24-inch HDDs and seven 16-inch HDDs along the alignment
• 18 conventional bores consisting of both 24-inch and 16-inch
• Three railroad crossings included in the conventional bore total
• Installation of zinc ribbon and 59 PCRs to protect the pipe from stray AC current
d’Escoto is inspecting the construction, installation, and commissioning activities performed by Nicor’s construction contractor throughout the Joliet Header project area. d’Escoto’s experienced team of qualified inspectors includes:
• Chief Inspector—overall management of inspection team and responsibility for the successful delivery of the project; monitor, report, and assist with questions regarding contractor and inspector services; maintains direct contact with Nicor personnel
• Chief Weld Inspector—manages the crew of certified weld inspectors and takes overall responsibility of the weld inspections
• Corrosion Inspector (CP 2 Registration)—on-site inspection, testing, and documentation of constructed cathodic protection and AC mitigation systems
• Office Manager—back-office support to the chief inspector, tasks include finalizing, filing, and loading reports to SharePoint; organizing binder documentation; and managing timecards, field equipment, and project supplies
• Instrumentation / Electrical Inspector (SCADA)—oversees the installation of all electrical components, including SCADA components and electrical components at valve sites; responsible for documenting installation per the IFC drawings of all electrical and SCADA components
• Horizontal Directional Drill (HDD) Inspector—oversees and documents all HDD-related activities and reports on conformance to the design specifications
• Weld Inspectors (AWS Certified)—visually inspects each weld joint to verify that a sound weld produced, proper welding procedures implemented, and work performed by qualified welders; verify other contractors examine every weld joint for compliance to API 1004 specifications and each weld passes non-destructive testing
• Coating Inspectors (NACE Level 1 Certified)—inspects pipe and weld coatings for defects and damage prior to all backfills, HDD pull-throughs, or jack and bores; verifies all field-applied pipe coating meets Nicor’s mill thickness and manufacturer’s hardness specifications; verifies coating is protected during installation and not damaged during pull-through activities
• Utility (General) Inspectors—provides continuous, daily oversight of individual project segments to verify construction adheres to schedule, design, and specifications; ensures compliance with all permit and JULIE requirements; validates environmental best management practices are followed in accordance with permits and construction plans; and coordinates construction activities with landowners as needed
